When China arrested Michael Kovrig and Michael Spavor, Canadian authorities claimed that China was engaging in a **** for tat action in response to Canada’s arrest of Huawei Chief Financial Officer Meng Wanzhou and that they were innocent. Recently, however, Canada’s story has unraveled with Michael Spavor accusing Michael Kovrig of being a spy and involving him in his activities.

In this webinar, China specialist Keith Bennett, IMG convener Radhika Desai and Canadian intellectual, Dimitri Lascaris interview Victor Gao, Chinese lawyer and academic, Vice President of the Beijing based Center for China and Globalization (CCG), Shair Professor of Soochow University and onetime translator for CPC leader, Deng Xiaoping about the subject and what it reveals about Canada-China relations.


  • Victor Gao – a leading Chinese international relations expert has a J.D. from Yale Law School, a M.A. in International Relations from the Political Science Department of Yale Graduate School, an M.A. in English from Beijing University of Foreign Studies, and a B.A. in English from Suzhou University, and is a licensed attorney-at-law in the State of New York. Victor Gao is a guest professor at the Law School of Suzhou University and is a member of the Board of the Directors of Suzhou University.He is Vice President of CCG, the Chairman-Elect of the National Organization Committee of the IGU (International Gas Union)/the WGC 2024 (World Gas Conference) 2021-2024; Chairman of China Energy Security Institute; Vice Chairman of China Beidou Industrial Promotion Organization, Chairman of OBOR Group of Hong Kong, a member of the Beijing Energy Club, a Member of the Global Counsel of Asia Society in New York City, a member of the International Advisory Board of the Energy Intelligence Group in London; an advisor to Saudi Aramco and a member of the Board of Directors of several listed companies in Hong Kong.
  • Dimitri Lascaris is a lawyer, journalist and activist. After graduating from the University of Toronto Faculty of Law in 1991, Dimitri began his legal career at the Wall Street law firm of Sullivan & Cromwell, first working from the firm’s New York offices and then joining the firm’s offices in Paris, France.In 2012, Dimitri was selected by Canadian Lawyer Magazine as one of the 25 most influential lawyers in Canada. In 2013, he was named by Canadian Business Magazine as one of the 50 most influential persons in Canadian business. Canadian Business Magazine described Dimitri as the “fiercest legal advocate for shareholder rights.” In 2023, Dimitri was nominated as one of Canadian Lawyer’s 25 most influential lawyers in Canada.
  • Keith Bennett is a researcher and consultant on China’s international relations, co-editor of the Friends of Socialist China platform.
  • Radhika Desai is Convener of the International Manifesto Group. She is Professor at the Department of Political Studies, and Director, Geopolitical Economy Research Group, University of Manitoba, Winnipeg, Canada.
